Huh. I didn’t realize tapeworms could travel outside the digestive tract. Apparently it’s much more common with “pork tapeworm” and this poor guy is thought to have gotten in this situation by eating undercooked pork.

Not sure but this looks a lot like the Marine Mammal Center in Northern California. It’s basically a hospital that’s open to the public for educational (and donation) purposes.
There is a viewing deck above and good distance back from the pens where visitors can watch the animals get care and chill between vet visits.
The really sick critters are kept in a private area where they won’t be disturbed by anything.
